But according to Stateman's tests Scrappers should be able to take out 20+ +2 minions and/or 10-20 +2 Lts solo anyway. If that's nerfed, I want to see all the other ATs "nerfed" too.

Go read more carefully.

Those were numbers that were taking out the scrappers. Not the numbers the scrappers were taking out. And those "/" marks were "or" not "and" and those were only with Spines/* scrappers, who have the most area of effect attacks fo any scrapper.
